Clifford Chance Advises Dubai Holding Investments on District Cooling Deal for Palm Jebel Ali
International law firm Clifford Chance has advised Dubai Holding Investments (part of Dubai Holding) on their joint venture with National Central Cooling Company PJSC (Tabreed), as well as concession arrangements, to provide district cooling services for the Palm Jebel Ali development in Dubai.
The project is anticipated to deliver total cooling capacity of approximately 250,000 Refrigeration Tons (RTs) and will be executed in multiple phases.
The agreement establishes a joint venture, between Tabreed and Dubai Holding Investments. This structure is designed to enhance information-sharing and strengthen customer protection, while ensuring sustainable cooling solutions for one of Dubai’s most transformative developments.
Construction of the district cooling network commenced in Q2 2025, with the first cooling services anticipated to be delivered by 2027.
