Clifford Chance advises a group of European DFIs on the financing of four solar plants in Burkina Faso with a combined power output of 110MW
The four projects comprise (i) the 38MW Kodeni power plant developed by Africa REN, (ii) the 30MW Nagréongo project developed by GreenYellow, (iii) the 24MW Zano power project developed by MIHIA Holding (a platform set up by Qair and STOA) and Syscom Holding and (iv) the 18MW Dédougou power project developed by MIHIA Holding and Syscom Holding. Three of the four projects have been signed and the fourth is underway.
FMO’s financing will consist of four loans, between EUR 14 mln and EUR 34 mln per plant, with a total amount of EUR 90 mln. Three of the projects were partially financed through the Access to Energy Fund, a joint initiative of the Dutch government and FMO; the fourth project was partially financed by the Building Prospects Fund, the Dutch government fund for private investments in the agribusiness value chain, infrastructure and climate in developing countries.
Additional financiers include The Interact Climate Change Facility (ICCF) with EUR 21 mln, (syndication between Agence française de dévelopment-AFD, BIO, DEG, Finnfund, Norfund, OeEB, Proparco, SIFEM and Swedfund) and Proparco with EUR 15 mln.
These projects are part of the Burkina Faso programme to attract private capital and expertise to build renewable energy capacity. At least 200 MW is expected to be commissioned over the next three years.
Clifford Chance is also advising the lenders on a fifth solar project in Burkina Faso.
These projects demonstrate Clifford Chance's commitment to working alongside its clients on much needed renewable energy projects in Africa.

Le financement de FMO consistera en quatre prêts, d'un montant compris entre 14 et 34 millions d'euros par centrale, pour un montant total de 90 millions d'euros. Trois projets ont été partiellement financés par Access to Energy Fund, une initiative conjointe du gouvernement néerlandais et de FMO. Le quatrième projet a été partiellement financé par le Building Prospects Fund, le fonds du gouvernement néerlandais destiné aux investissements privés dans la chaîne de valeur de l'agro-industrie, les infrastructures et le climat dans les pays en développement.
Parmi les autres prêteurs figurent l'Interact Climate Change Facility (ICCF) avec 21 millions d'euros (comprenant l'Agence française de développement-AFD, BIO, DEG, Finnfund, Norfund, OeEB, Proparco, SIFEM et Swedfund) et Proparco avec des prêts à hauteur de 15 millions d'euros.
Ces projets font partie d'un programme au Burkina Faso visant à attirer des capitaux privés et du savoir-faire pour renforcer ses capacités en énergie renouvelable. Au moins 200 MW devraient être mis en service au cours des trois prochaines années.
Clifford Chance conseille également les prêteurs sur un cinquième projet solaire au Burkina Faso.
