Coronavirus: New Planning Bill for Extension of Permissions and Construction Hours Limits, and for Expedited Pavement Licences

The Government has published a Business and Planning Bill enacting a number of important further changes to planning law in England to help business through the coronavirus pandemic.

Key provisions extend the life of unimplemented planning permissions and listed building consents which have expired, or may expire, due to the lockdown. They also allow developers to use an expedited procedure to apply for an extension of construction working hours for their developments. Finally, the Bill contains powers for the grant of a new 'pavement licence' allowing businesses to serve food and drink to customers outside their premises on the highway, along with associated changes to licensing rules.
