Clifford Chance advises financiers on the financing of the landmark Mirny wind project in Kazakhstan
Clifford Chance has advised the financiers – EBRD, Proparco, DEG, Development Bank of Kazakhstan, Société Générale, QNB Group, China Construction Bank and Standard Chartered – in connection with the financing of Mirny project in Kazakhstan, developed by TotalEnergies, Samruk Energy and KazMunayGas.
Mirny project consists of a 1 GW onshore wind farm, combined with a 300 MW / 600 MWh battery energy storage system and represents an investment of USD 1 billion.
The signing of this transaction marks one of Kazakhstan's largest renewable energy initiatives to date, contributing to the country's target of increasing to 15% the share of renewables in electricity generation by 2030.
The project demonstrates Clifford Chance’s strong positioning in Central Asia and its ability to support complex projects in the infrastructure and energy sectors.
The Clifford Chance team was composed of partners Milica Zatezalo-Falatar and Sohini Kar-Purkayastha, counsel Thomas Chneiweiss, associates Manon Guery and Didi Hu, and trainee Pauline Piketty, with partner Sandy Hall, director Irina Steinberg, senior associate Matthew Judkins, and associate Ben Stewart supporting on the construction aspects.

Clifford Chance a conseillé les prêteurs – BERD, Proparco, DEG, la Banque de développement du Kazakhstan, Société Générale, QNB Group, China Construction Bank et Standard Chartered – dans le cadre du financement du projet Mirny au Kazakhstan, développé par TotalEnergies, Samruk Energy et KazMunayGas.
Le projet Mirny consiste en un parc éolien d’une capacité de 1 GW, combiné à un système de stockage d’énergie par batteries de 300 MW / 600 MWh, et représente un investissement de plus d’un milliard de dollars américains.
La signature de cette opération marque l’une des plus importantes initiatives en matière d’énergies renouvelables au Kazakhstan à ce jour et contribue à l’objectif du pays de porter à 15 % la part des énergies renouvelables dans la production d’électricité d’ici 2030.
Ce projet illustre la forte implantation de Clifford Chance en Asie centrale ainsi que sa capacité à accompagner des projets complexes dans les secteurs des infrastructures et de l’énergie.
