Anna Carrier is Head of EU Tech Policy within Clifford Chance’s Tech Group, a cross-disciplinary team of over 600 lawyers globally, advising on technology-related risks and opportunities across various industry sectors.

Anna guides clients through all stages of the EU legislative process, providing strategic advice on engagement options as well as technical assistance with policy documentation and regulatory submissions. She specialises in policy developments and the regulatory implementation of the EU tech rulebook, including data, privacy, AI, cyber, and digital markets and platforms regulations.

Prior to joining Clifford Chance, Anna led the European regulatory and public policy practice at an international law firm. She is a solicitor qualified in England and Wales.

  • Assisting a major global online platform with its EU advocacy engagements concerning privacy and advertising in commerce regulations.
  • Monitoring EU developments relating to data, privacy, AI, cyber, and cloud policy and regulations.
  • Advising an international e-commerce operator on advocacy engagement efforts regarding the legislative review of the Digital Markets Act (DMA) and Digital Services Act (DSA) proposals.*
  • Advising a banking trade association on the provisions of the AI Act proposal, particularly regarding the application of high-risk AI systems prohibitions for credit institutions.*
  • Advising a major fintech company on the shared liability provisions between payment institutions and electronic communication service providers in the proposed Payment Services Regulation, and its interaction with the Digital Services Act (DSA).*
  • Advising a broad range of financial institutions on the requirements of the Digital Operational Resilience Act (DORA) and its application to clients’ ICT compliance arrangements.*
  • Advising both traditional financial institutions and unregulated crypto-asset service providers on the application of key provisions of the Markets in Crypto-Assets Regulation (MiCA), including authorisation and notification requirements, cross-border and reverse solicitation rules.*
