His practice spans the full lifecycle of complex technology deals, from drafting and negotiating the underlying contracts to the data, cyber, and regulatory questions that sit alongside them. In health, he advises on digital health platforms, health data governance, and the technology and contracting arrangements that support life sciences and healthcare clients. He works across borders, coordinating with colleagues and drawing on the firm's specialists across practices.
Patrice advises on cybersecurity and resilience, governance and compliance, and the contractual allocation of risk in technology and data-driven transactions, including the handling of sensitive and regulated data such as health data. He advises on data protection and cross-border data matters. His clients operate across technology, healthcare and life sciences, energy, financial services, aerospace, and pharmaceuticals.
Before joining Clifford Chance, Patrice built his expertise working alongside an IT law specialist and collaborating with leading firms. His goal is to give clients structures that work commercially today and hold up as the AI, data, and infrastructure landscape develops.
- Patrice advised a sovereign AI and cloud infrastructure group on a major bare metal GPU-as-a-Service framework, structuring the contracts so they worked commercially and stood up for lenders.
- Patrice advised a global infrastructure investor on its European AI gigafactory programme, including the sovereignty governance for its GPU clusters and a reusable risk framework for its wider AI infrastructure pipeline.
- Patrice is advising the sponsors of a large-scale AI compute campus on the data transfer compliance architecture that lets European hyperscalers and AI operators route workloads to a non-adequacy jurisdiction in a way built to withstand regulator scrutiny.
- Patrice represented a major US Cloud Services Provider before the French Data Protection Authority enquiring about their GDPR compliance in case which was then successfully closed.
- Patrice advised and lobbied for Google over several years on French data localization obligations regarding data generated by public data until the concerned legal provisions were amended to remove the said data localization requirements.
- Patrice led the full audit of the data flows and processing operations in the French subsidiaries of a major US-based industry company.
- Patrice advised a major software producer on the complete recasting of its Sales T&Cs and Purchasing T&Cs.
- Patrice is handling several cases and assist publishers and providers on cookies issues, including audience measurement tools and they related data transfers issues and cookies walls.
- Patrice has played a pivotal role in developing a comprehensive data governance program for a leading European biotech firm, ensuring their research data not only complied with GDPR but also set a new standard in ethical data handling and patient privacy.
- In a landmark project, Patrice orchestrated the transition of a multinational retail corporation to a GDPR-compliant data processing structure, which included revamping their customer data handling procedures and employee data privacy training programs.
