Jotte Mulder specialises in EU and competition law, with more than 18 years of experience across the public and private sector. As an experienced litigator in complex, high‑stakes cases in the Netherlands, Jotte previously served as legal counsel at the Autoriteit Consument & Markt (ACM) and acted as a litigator and advisor for the Dutch state, including for the national regulator on foreign direct investment (FDI) matters.
Jotte advises and represents clients across the full spectrum of EU and competition law, with a particular focus on private‑sector matters. Areas of work include cartel enforcement, internal‑market issues, merger control, abuse of dominance, and EU state aid.
Jotte is widely published, lectures in the Law & Economics programme at Utrecht University, teaches at the Grotius Academy, and serves as an editor of Markt & Mededinging.
- FDI counsel to the Dutch government – primary counsel to the Ministry of Economic Affairs on all matters under the Dutch national security screening regime (Wet Vifo).
- ACM v. Amex (EU Court of Justice) – representing the Dutch competition authority (ACM) in the pending Amex case before the EU Court of Justice.
- City of Amsterdam / AEB–AVR (Phase II merger review) – acted for the City of Amsterdam (owner of AEB) in the ACM’s in‑depth second‑phase investigation into the AEB sale.
- Siemens / WeVolver – advised Siemens on antitrust and FDI aspects relating to its acquisition of the WeVolver platform
