Clifford Chance advises U.S. Department of Commerce on US$1 billion CHIPS Act Award to Anderon for quantum semiconductor foundry development

Global law firm Clifford Chance has advised the U.S. Department of Commerce in the finalization of a US$1 billion CHIPS and Science Act research and development award to Anderon, an IBM subsidiary developing a quantum semiconductor foundry in the United States.

The award will support efforts to advance domestic quantum semiconductor manufacturing capabilities, strengthen US supply chain resilience and national security, and accelerate next-generation computing technologies.

The Clifford Chance team was led by partners Matthew Warner, Violetta Kokolus and Peter Hughes. They were supported by a cross-practice team including Peter Guinnane, Jack Weymer and Anthony Conte advising on corporate matters, Edward Charlton-Jones and Phil Reens advising on the award, and Hayley Kwan advising on technology and intellectual property matters. Additional support was provided by Adriana Zhan and Jihyun Lee (Tax); Reuven Falik, David Walsh and Aelya Simmons (Employment/Benefits); and Brian Yin (Cybersecurity and Privacy).

Kokolus said, "Supporting this landmark US$1 billion award drew on the breadth and depth of our multidisciplinary team. It was exciting to bring together our collective expertise on a transaction that will help unlock the potential of qubits and shape the future of computing."

Clifford Chance also advised the Department on three CHIPS Act transactions in 2025 and most recently on an award to I-Pulse for silicon carbide semiconductor development and an award to USAR of federal incentives under the CHIPS and Science Act.
