On 26 February 2013, the State Bank of Vietnam (“SBV”) released an updated draft decree and draft circular on foreign investors acquiring shares in credit institutions in Vietnam. The draft decree and draft circular, when issued, will replace Decree 69 and Circular 07 on foreign investors acquiring shares in Vietnamese banks. Although target credit institutions in the draft decree include local banks, finance companies and finance leasing companies, this briefing note focuses on acquisitions of local banks
