Dutch housing corporations: game changing funding restrictions proposed

Since its submission to parliament, spring 2011, the proposal revising the Dutch Housing Act (Woningwet) to enhance the supervision of housing corporations (Herzieningswet toegelaten instellingen volkshuisvesting) has received ever increasing attention of Dutch parliamentarians. In the wake of a public debate on the supervision on the Dutch public housing sector several amendments have been adopted by the Dutch Lower House adding far-reaching financial restrictions to the proposal. While most of the new provisions relate to the supervision on and governance of housing corporations, some of the proposed requirements will have a fundamental impact on their funding. More specific, the new rules would severely restrict housing corporations in selecting market parties when attracting new funds.
