In January 2013, a subcommittee was set up in the Polish Parliament that is working on the so-called "little energy three-pack", i.e. an amendment to the Energy Law adjusting Polish legislation to EU requirements (the "Little Three-Pack").
The Little Three-Pack was drafted and is planned to be adopted as soon as possible in order to avoid the fines that the Court of Justice of the European Union could impose on Poland due to the delay in the implementation of EU energy regulations. Because (i) works on the large energy three-pack (i.e. the draft Energy Law, an entirely new gas law and a new act on renewable energy sources) still requires some time to be implemented, and (ii) currently the European Commission is conducting proceedings against Poland concerning its failure to implement in due time Electricity Directive 2009/72/EC and Gas Directive 2009/73/EC , which should have been implemented by 3 March 2011, the idea of the Little Three-Pack, which is to immediately introduce the most important changes to Polish law, appeared.
