Since 1 January 2011, new regulations have governed various aspects of cement production in China. This briefing examines the strict control that continues to apply to this industry, through restrictions on total production capacity, and requirements for investors' qualifications, project scale and technology, as well as environmental protection and conservation of resources. New construction, modification and expansion of cement projects are also highly controlled.

However, China's encouragement of existing cement producers to merge, reorganise and upgrade technology may open up new investment opportunities for foreign investors in China.
