Prior to the establishment of the new Customs Union between Belarus, Kazakhstan and Russia, Russian airlines usually declared leased aircraft registered outside Russia under one of two main customs regimes: (i) the temporary import regime or (ii) the international customs transit regime. This briefing summarises how implementation of the new customs union code may affect application of these two regimes and aircraft leasing in Russia.
