Clifford Chance advises the lenders on the financing of a 41 MWp solar photovoltaic power plant project located in Mozambique
Neoen and its partner Electricidade de Moçambique have completed the financial close and launched construction of Central Solar Metoro, a 41 MWp solar photovoltaic power plant located in northern Mozambique. Metoro is one of the first solar IPPs in Mozambique to reach financial close and will contribute to improving access to green electricity in a country marked by a low rate of electrification.
The power generated by the facility, which is due to enter service in late 2020, will be delivered at the strategic location of Metoro (Ancuabe district), the main transmission and distribution substation in northern Mozambique. It will supply the national grid, providing a boost for the power grid in the Provinces of Cabo Delgado and Nampula, which are currently the driving force behind the country’s industrial development. The initiative will mark a step forward under the Energy for all (“Energia para todos”) governmental program, which aims to give Mozambique’s entire population access to electricity by 2030.
The project represents a $56 million investment, of which $40 million will be provided in the form of debt by Proparco and its mother company Agence Française de Développement.
Clifford Chance advised the lenders, Agence Française de Développement and Proparco, on the financing of this project with a team consisting of Delphine Siino Courtin (Partner), Jan Burger (Senior Associate) and Alexandre Nasr (Associate), with Andre de Sousa Vieira (Senior Associate) assisting on Mozambican law matters. Our London office advised on the construction aspects with a team led by Edward Bretherton (Senior Associate) and Tom Ward (Associate).

Neoen et son partenaire Electricidade de Moçambique ont atteint le closing financier et lancé la construction de « Central Solar Metoro », une centrale photovoltaïque de 41 MWc localisée dans le nord du Mozambique. Metoro est l'un des premiers projets de production indépendante d'énergie solaire au Mozambique à atteindre un closing financier et contribuera à améliorer l'accès à l'électricité verte dans un pays marqué par un faible taux d'électrification.
La centrale, dont la mise en service est prévue pour fin 2020, injectera son électricité au niveau de la principale sous-station de transport - distribution de la région nord du Mozambique, à Metoro (district d’Ancuabe). Elle viendra alimenter le réseau national, renforçant en particulier le réseau électrique des Provinces de Cabo Delgado et Nampula, aujourd’hui au cœur du développement industriel du pays. Cette initiative marquera un pas en avant dans le cadre du programme gouvernemental Énergie pour tous (« Energia para todos »), qui vise à donner à l'ensemble de la population du Mozambique l'accès à l'électricité d'ici 2030.
